In June 2026, the Ministry of Commerce and nine other ministries jointly issued a document to accelerate the relaxation of pickup truck urban entry restrictions and promote comprehensive liberalization of pickup truck road rights. As of July 2026, over 97% of prefecture-level and above cities have lifted the all-day pickup truck entry ban.
Liberalization Progress
Most provinces have achieved equal road rights for pickup trucks and passenger vehicles across their entire territories. Only the four tier-1 cities of Beijing, Shanghai, Guangzhou, and Shenzhen still maintain refined time-based controls. New energy pickup trucks have received dedicated road right benefits, with some cities exempting them from entry restrictions.
Vice Minister of Commerce Sheng Qiuping explicitly stated at a State Council Information Office press conference: For areas with suitable conditions, such as used car transactions, RV camping, and pickup truck urban entry, restrictions will be accelerated to be relaxed in coordination with relevant departments.
Supporting Policy Optimization
Scrapping and inspection policies have been synchronized for optimization. New energy pickup trucks enjoy preferential policies in scrapping age limits and inspection frequency. Some cities waive urban entry fees for NEV pickups.
Limitations to Note
Although entry restrictions have been largely lifted, pickup trucks still retain their commercial vehicle classification, and the 15-year mandatory scrapping rule remains in effect. Additionally, some cities still have special regulations on highway speed limits and load restrictions for pickups. Buyers should carefully review local policies before purchase.
Market Impact
The liberalization has stimulated pickup truck consumption market recovery. Diversified uses such as family, camping, and off-road are driving pickup trucks from utility vehicles to lifestyle vehicles, with NEV pickups becoming a new growth point through low operating costs and road right advantages.
