Car modification is not entirely prohibited. The latest 2026 regulations have significantly relaxed restrictions on exterior and interior modifications, but modifications to core components such as the powertrain and body structure remain absolute red lines. Violators face fines, vehicle confiscation, and even insurance claim denial.
Legal Modification Scope
Body color and wrapping: Full car color changes (including matte, gradient, and two-tone) are legal. If the color change exceeds 30% of the body area, it must be registered with the vehicle management office within 10 days. Police, fire truck, and other emergency vehicle colors are prohibited. Wheel modifications: Same-size or +/-1 inch wheels can be installed, but tire specifications must match the original. Exterior kits: Front and rear bumpers, side skirts, and spoilers can be modified legally as long as they do not exceed the vehicle’s original dimensions. Interior modifications: Seat materials, audio systems, and ambient lighting are generally unrestricted.
Absolutely Prohibited Modifications
Powertrain modifications: ECU remapping for power gains, adding turbochargers, and engine swaps are all illegal. Body structure modifications: Unauthorized lengthening, widening, cutting, or welding of the body is strictly prohibited. Lighting modifications: Adding strobe lights, exceeding original headlight power specs, and using non-regulated color temperature bulbs are all illegal.
Nine-Ministry New Policy
The Ministry of Commerce and nine ministries have proposed establishing a classified automotive modification management system, implementing tiered management, creating modification project lists, and improving vehicle inspection and registration change procedures. This means car modification will have clearer legal basis and regulatory standards in the future.
